Somerset County
The Intoxicated Driver Resource Center (IDRC) operates a 12-hour program for persons convicted of alcohol or drug-related driving or boating offenses. The IDRC detains, educates, and screens all participants. Based upon screening criteria, participants may be referred to a substance use treatment provider for further assessment. If assessed and treatment is recommended, the IDRC will monitor enrollment in treatment services. The IDRC is also responsible for reporting non-compliance to the sentencing court and the New Jersey Intoxicated Driving Program (IDP).
IDP initially schedules all DUI offenders for the 12 or 48 hour IDRC based upon the court conviction. For more information regarding IDP and what to expect at the IDRC, please review the following:

Operated by the Somerset County Department of Human Services, the center ensures offenders meet New Jersey’s state requirements for license restoration.
The 12-Hour Program
This program is a mandatory part of the legal sentence for first-time DUI offenders.
- Requirements: Participants are detained for a total of 12 hours, typically conducted over two consecutive 6-hour days.
- Core Components: The program includes educational sessions on NJ driving laws, the physiological effects of alcohol and drugs, and the stages of substance use. It also involves a private screening with a counselor to determine if further treatment is needed.
- Treatment Referrals: If the initial screening indicates a need, you may be referred to a substance use treatment provider. The IDRC will monitor your enrollment and compliance with this treatment as part of your sentence.
Fees and Registration
- Class Fee: There is a $264 program fee. This must be paid via check or money order made payable to “Treasurer, Somerset County.” Payment is generally accepted on the first night of class.
- Scheduling: You cannot schedule yourself for the initial class; the State Intoxicated Driving Program (IDP) in Trenton schedules all offenders by mail. If you have not received a notice within three months of your conviction, you should contact the IDP directly.
- Location: The administrative offices are located at 27 Warren Street in Somerville.
Operating Hours
- Office Hours: Monday – Friday, 8:30 AM – 4:30 PM.
- Class Times: These are scheduled based on the specific dates provided in your notification letter. You must attend the full 12 hours consecutively to satisfy the requirement.
Consequences of Non-Compliance
Failure to appear, pay fees, or complete recommended treatment is reported to the sentencing court and the NJ Motor Vehicle Commission. This typically results in an indefinite suspension of your driver’s license and potential jail time.
