The  (IDRC) is the mandatory detention and education program for individuals convicted of DUI/DWI offenses in Passaic County. The program operates under the Division of Mental Health and Addiction Services and follows strict state-mandated protocols for license restoration.

Program Details & Structure

The IDRC manages both 12-hour and 48-hour programs depending on the court’s sentencing.

  • 12-Hour Program: Typically for first-time offenders. This program runs for 12 hours over two consecutive days.

  • 48-Hour Program: Usually for second-time offenders. This is a 48-hour continuous stay program.

  • Requirements: Upon arrival, participants must undergo a breathalyzer test and a medical screening. Electronic devices (phones, smartwatches, etc.) are strictly prohibited.

  • Evaluations: A counselor will conduct a private screening; if further substance use treatment is deemed necessary, you will be referred to an affiliated provider and monitored for compliance.

The program uses separate facilities for its 12-hour classes and its 48-hour detention program.

  • 12-Hour Program: Held at 200 Memorial Boulevard in Paterson, NJ.

  • 48-Hour Program: Located at Camp Hope (1792 Union Valley Road) in West Milford, NJ.

  • Administrative Office: The main office is at 401 Grand Street, Room 506, Paterson, NJ.

Operating Hours & Fees

  • 12-Hour Class Hours: Classes typically run from 9:30 AM to 3:30 PM over two consecutive days.

  • 48-Hour Class Hours: Starts at 9:30 AM on Day 1 and concludes at 9:30 AM on Day 3.

  • Office Hours: The administrative office is open Monday through Friday, 8:30 AM to 4:30 PM.

  • Costs: The 12-hour program fee is $264, while the 48-hour program is $321. All payments must be made via money order only; cash, personal checks, and credit cards are not accepted.

Note: Failure to attend your scheduled date or follow the strict rules (such as bringing your own lunch for the 12-hour class) can lead to a “non-compliance” report, which may result in a mandatory jail sentence or an indefinite license suspension.

RC is a court ordered 12-hour and 48-hour program for persons convicted of alcohol or drug-related driving or boating offenses in New Jersey.  The IDRC educates, detains, screens, and refers participants.  Upon screening, participants may be referred to a substance use treatment provider for further assessment.  If treatment is recommended, the IDRC will monitor enrollment in treatment services.

Attendance is mandatory as it is court ordered in lieu of jail, however, jail time cannot be substituted for IDRC participation.  The IDRC is responsible for reporting non-compliance to the sentencing court and the New Jersey Intoxicated Driver Program (IDP).
