The North Dakota Department of Health and Human Services (HHS) oversees the licensing and regulation of DUI programs and substance abuse treatment throughout the state. According to HHS.nd.gov, these services are categorized based on the ASAM (American Society of Addiction Medicine) Levels of Care, ensuring that individuals receive the appropriate intensity of education or treatment.
The 16-Hour DUI Seminar (ASAM Level 0.5)
The primary program for most DUI offenders in North Dakota is the DUI Seminar, which is classified as an Early Intervention service.

Duration: A total of 16 hours of coursework.

Curriculum: Programs must use the “Prime For Life” curriculum, which is the only state-approved curriculum for DUI seminars.

Format: While some providers offer virtual options via live Zoom sessions, North Dakota typically does not accept self-paced, 100% online courses without prior written authorization from a court or probation officer.

Requirement: Participants must have a chemical dependency evaluation completed within six months prior to the seminar.
Types of Programs & Levels of Care
If an evaluation determines that a higher level of care is needed, HHS licenses facilities to provide more intensive services:

ASAM Level 1.0 (Outpatient): Less than 9 hours of treatment per week.

ASAM Level 2.1 (Intensive Outpatient): 9 to 20 hours of treatment per week.

ASAM Level 3.1 & 3.5 (Residential): Low to high-intensity residential treatment for those requiring a 24-hour supportive environment.
