The Florida Safety Council Story
A Legacy of Safety Leadership Since 1953
Founded in 1953 by concerned citizens focused on improving roadway safety, the Florida Safety Council began as the Orange County Citizens Safety Council in Orlando. Initially centered on traffic safety, the organization has grown into a comprehensive statewide safety education provider.
Today, the Council operates classrooms and driving ranges across Central Florida, maintains a fleet of driver education vehicles, and supports specialized departments focused on workplace safety and behavioral education. With more than 100 qualified instructors, the Florida Safety Council is recognized as a trusted leader in safety training and compliance-based education.
How the Florida Safety Council Operates
Community-Driven Nonprofit Organization
As a private nonprofit 501(c)(3) organization, the Florida Safety Council funds its programs through safety training services, membership dues, safety product sales, charitable contributions, and community fundraising events. These resources allow the Council to deliver professional training services while also supporting free and low-cost safety education initiatives for individuals and communities in need.
Driver Improvement Programs
Building Safer Driving Habits
Driver Improvement Programs are a cornerstone of the Florida Safety Council’s traffic safety mission. These courses are designed to strengthen defensive driving skills, encourage responsible decision-making, and improve overall awareness on Florida roadways.
Programs are available for individual drivers, commercial and truck drivers, mature drivers, and high school students. One-on-one driving lessons and Traffic Law Substance Abuse Education courses for first-time Florida drivers are also offered.
DUI and Alcohol-Related Programs
Court-Recognized DUI Education and Intervention
The Florida Safety Council delivers state-approved DUI programs focused on behavior change, accountability, and long-term risk reduction. These programs aim to reduce repeat DUI offenses while helping participants better understand the consequences of impaired driving.
DUI services are licensed by the Florida Department of Highway Safety and Motor Vehicles and are available in Brevard, Orange, Osceola, and Seminole Counties. Services include Level I and Level II DUI education, evaluations, Special Supervision Services, Ignition Interlock Device coordination, and SCRAM monitoring support.
Collaboration With Courts and Probation
With appropriate authorization, the Florida Safety Council communicates directly with courts and probation departments. Completion results are reported electronically in accordance with Florida statutes and administrative requirements.
Florida DUI Counterattack Programs
State-Certified DUI School Courses
The Florida Safety Council offers two Department of Highway Safety and Motor Vehicles approved DUI School courses. These programs meet and exceed all Florida certification standards outlined in Administrative Rules 15A-10.
Courses are taught by Certified Level I and Level II DUI Instructors. Evaluations are conducted by Certified Evaluators who meet all state qualifications. Participants receive official tamper-resistant completion certificates upon successful completion of both the education and evaluation components.
Reporting and Compliance Standards
Successful DUI course completions are reported electronically to the Department of Highway Safety and Motor Vehicles the day after services are completed. Unsuccessful enrollments are reported in accordance with Florida Statute 322.291. Treatment referrals and treatment completion status are reported directly by approved treatment providers.

DUI Level I First Offender Program
This course is designed for individuals completing a first-time DUI requirement. It includes the required education and evaluation components and meets all Florida state certification standards.

Supervision and Monitoring Services
DUI Special Supervision Services
Court-ordered supervision services are available to support compliance with DUI-related requirements. Availability is determined by court or state directives.
Ignition Interlock Device Program
This service supports court and state ignition interlock requirements through coordination, monitoring, and reporting.

Victim Awareness Program
An educational program designed to help participants understand the impact of impaired driving from the perspective of victims and families.

Professional Safety Education for the Workplace

As an approved OSHA Training Institute Host Site and provider of the Certified Occupational Safety Specialist program, the Council delivers recognized credentials and customized training solutions for organizations of all sizes.
Youth, Specialty, and Online Programs
Youth and Behavior-Based Education
Youth-focused programs address risky driving behaviors, anger management concerns, and impulsive behaviors commonly faced by individuals under age 25. These programs support early intervention and positive behavioral development.
Specialty and Online Safety Programs
The Florida Safety Council also offers specialty and online programs including safe boating education, responsible alcohol sales training, corporate safety services, and occupational safety classes. These programs are designed to meet modern compliance needs while maintaining instructional quality.
Public Education and Continuing Education
Community Safety and Awareness
Through public awareness campaigns, educational materials, and a community speakers bureau, the Florida Safety Council promotes injury prevention and safety education across Florida communities.
The Council is an approved Continuing Education provider for DUI-certified staff, licensed mental health counselors, licensed clinical social workers, licensed marriage and family therapists, and the Statewide Public Guardianship Office.
