The IDRC Program Overview
In New Jersey, any person convicted of an alcohol or drug-related driving or boating offense must participate in a court-ordered IDRC program. This is a legal requirement for driver’s license restoration and cannot be substituted with jail time.
- 12-Hour Program: Usually mandated for first-time offenders. It consists of 12 hours of detention, education, and screening over two consecutive 6-hour days.
- 48-Hour Program: Typically for second-time offenders. This is a continuous 48-hour stay at a regional facility.
- Core Goals: The program aims to improve highway safety by educating drivers on the effects of substance use and identifying individuals who may need professional treatment.
How the Site and Process Work
- Scheduling: You cannot schedule yourself initially. The Intoxicated Driving Program (IDP) in Trenton schedules all offenders by mail. The

Payments must usually be made via money order or through the specific county’s online portal.
- Screening and Referral: During the program, you will undergo a screening interview. If the counselor determines that treatment is necessary, you will be referred to an affiliated provider. The IDRC then monitors your compliance with that treatment.
Compliance and Penalties
The site emphasizes that attendance is strictly enforced.
- Attendance: You must arrive on time; late arrivals are typically denied entry and reported as non-compliant.
- Sobriety: Breathalyzer tests are often administered upon arrival. Appearing under the influence results in immediate dismissal.
- Non-Compliance: Failing to attend, pay fees, or complete recommended treatment results in a report to the court and the DMV, which usually leads to an indefinite license suspension and a potential two-day jail sentence.
The New Jersey IDRC office issued the following COVID-19 warning, announcing a temporary halt of in-person activities during March and April of 2020. Almost 2 years later, many COVID-19 restrictions are still in place : some in-person participation has resumed, and some IDRC programs are conducted online.
The following statement was initially issued by the state :
“Due to the current public health emergency, all in-person Intoxicated Driver Resource Center (IDRC) classes have been canceled…”
and updated to say:
“If you were previously scheduled to attend an IDRC class, you will be contacted by the IDRC with further instructions regarding dates and options for rescheduling. You may also directly contact the IDRC office where you were scheduled. If you have recently been convicted of a DUI or DUI-related offense and have not yet received an IDRC scheduling notice, you will be notified of your class date. If you have recently been convicted of a DUI or DUI-related offense and have not yet received an IDRC scheduling notice, please contact IDP at 609-815-3100.”
