About Us
The Northeast Florida Safety Council exists to prevent accidents and safety hazards on the road and in the community.
Our goal is to build a safer community through prevention programs and education.
Northeast Florida Safety Council was founded in 1942 by a group of dedicated local Jacksonville businessmen who were concerned about the growing traffic issue in the community.
Their purpose still motivates us today as the three biggest causes of fatalities on the road are alcohol, speeding and lack of seat belt use. A strong safety culture is good for business and good for employees at work, on the road and at home. Today, we proudly serve 9 northeast Florida counties as a nonprofit, with 3 facilities, dozens of partners, and a wide range of prevention programs, DUI School, and driver improvement courses to meet your needs.
DUI SCHOOL – LEVEL 1 & 2
PROGRAM OVERVIEW
• Level 1: 12 hours of instruction
• Level 2: 21 hours of instruction
As per Florida Statute (F.S 316.193), any person arrested or convicted of driving under the influence is required to attend a DUI educational program to satisfy administrative requirements for license reinstatement.
Primary Goal: Reduce repeat offenders on Florida highways and roadways.
PROGRAM COMPONENTS
• 12 or 21 hours of DUI education
• Face-to-face interview with a Certified Evaluator
– Screens individuals at risk of reoffending due to alcohol or drug use
– Referrals made to treatment providers if necessary
DUI LEVEL 1 PROGRAM
• Eligibility: First-time offenders only
• Cost: $371.15 – Walk-In | $378.40 – Online Registration
• Enrollment Includes:
- 12-hour classroom attendance
- Face-to-face evaluation
- Motor Vehicle Record (MVR) check
- DRI (Drug Recognition) Test
DUI LEVEL 2 PROGRAM
• Eligibility:
- Previous completion of Level 1 classes
- Two or more offenses (lifetime)
- Out-of-state offenses
• Cost: $547.10 – Walk-In | $554.35 – Online Registration
• Enrollment Includes: - 21-hour classroom attendance
- Face-to-face evaluation
- Motor Vehicle Record (MVR) check
- DRI Test
Payment: Debit/Credit ONLY. Online enrollments require additional processing and service fees.
DUI REGISTRATION INFORMATION
• Online registration is the fastest way to enroll.
• After registration, you will receive an email the same business day from Tamika McClary with next steps.
• Registrations submitted after business hours, weekends, or holidays will be processed the following business day.
Residency Requirements:
• Must be a Florida resident in one of the following counties: Baker, Clay, Columbia, Duval, Hamilton, Lafayette, Nassau, St. Johns, or Suwannee.
• Proof of residency is required.
Required Documents:
- Valid state-issued photo ID with current address (or Passport/School ID)
- If ID does not show current address, provide proof of residency (utility bill, paycheck stub)
- Complete Arrest Report/Booking Information with Officer’s Narrative, including:
- BAC (Blood Alcohol Content) or Breathalyzer Results
- Refusal Affidavit (if applicable)
- Citation (not required if arrest/booking report is complete)
- Court Order of Probation
- Out-of-state license holders: Complete Motor Vehicle Driver Record from the issuing state
Notes:
• If you don’t have all documents, the office may obtain them from select courts (printing fee: $1 per page).

LEVEL II REQUIREMENT DISCLAIMER
• The FLHSMV mandates that individuals who have already completed a DUI Level I course must attend a Level II course if ordered again.
• Applies if you have ever had any of the following:
- Prior DUI, DWI, OUI, OWI, DWAI, BUI
- Prior reckless driving arrest related to alcohol or drugs
- Prior license suspension for alcohol or refusal
- Previous attendance in a DUI program anywhere
- If you knowingly register for Level I despite a previous offense, you may complete Level I at your discretion.
• Important: You will still be required to complete Level II to satisfy license requirements and pay the full Level II registration fee.
Recommendation: Ensure compliance to avoid licensing complications and paying multiple fees.
