Who we are
The Sunshine Safety Council is an independent, not-for-profit, non-governmental, safety training and educational organization. As a private, not-for-profit and non-governmental organization, the Safety Council receives funding through individual and corporate memberships, safety product sales, course fees, grants, and contributions. What we do
Serving Volusia, Flagler, and, Putnam counties since 1983, we are in the business of promoting safety in every phase of life. Whether it is in homes, schools, businesses, commercial or industrial facilities, or on the roads and highways our goal is always safety. We want everyone that attends our classes to leave with at least one new idea or technique to help them become more safety oriented. We are proudly A+ rated with the Better Business Bureau.
How we do it
The Council’s programs and services are governed by a Board of Directors comprised of prominent business and civic leaders who voluntarily work to create a safer community. Advisory committees provide voluntary guidance for each Department. If you would like to learn more about becoming a board member email us for current openings.

Sunshine Safety Council – DUI Programs (Florida)
Licensed & Approved by: Florida Department of Highway Safety & Motor Vehicles (DHSMV)

DUI PROGRAMS OFFERED
Level I – First-Time Offender
Eligibility:
- Individuals with no prior DUI program attendance
- Individuals with a first-time DUI, DUI-related reduction (e.g., Reckless Driving if substance-related), or similar alcohol/drug-related offense
Program Components:
- 12 hours of education
- 1-hour face-to-face evaluation (Driver’s Risk Assessment) by a certified evaluator
- Focus on understanding DUI laws, penalties, and risk factors for reoffending
Certification:
- Students receive a DHSMV-approved completion certificate after successful completion of both the class and evaluation
- Certificates can be presented to courts or probation
- Completions and any required treatment referrals are reported to DHSMV
Level II – Multiple Offender
Eligibility:
- Individuals who have previously attended a Level I course
- Individuals with multiple alcohol/drug-related offenses
Program Components:
- 21 hours of education (group-based instruction)
- 1-hour face-to-face evaluation
- Focus on preventing repeat DUI offenses and addressing underlying substance abuse risk
Certification:
- DHSMV-approved completion certificate upon successful completion
- Reports of successful completions submitted electronically the day after the program
Additional Programs
- Special Supervision Services (SSS): Allows certain drivers to qualify for a hardship license
- Ignition Interlock Device (IID) Program: Assists in compliance with court or DHSMV requirements
- Victim Awareness Program (VAP): Teaches DUI offenders the impact of their actions on victims; may be required depending on court/DHSMV referrals
Registration Details
- In-Person Only: Must be completed during regular business hours
- Processing Time: ~1 hour per registration
- Cutoff for Registrations: No registrations within 1 hour of closing (e.g., if closing at 4:30 pm, last registration starts by 3:30 pm)
Notes:
- Completion certificates may include treatment referral requirements if applicable
- Only approved treatment providers can issue completion certificates for required treatment referrals
- SSC responds to court/probation inquiries if proper releases are provided
